Institute of European Law at the Digital Antitrust Conference in Białystok

Ondrej Blažo, Dominika Krištofičová, Tomáš Žifčák, 9 October 2026, Białystok, 15th International...

On 9 October 2026, the Faculty of Law of the University of Białystok hosted the 15th International PhD Students’ Conference on Competition Law, devoted to Digital Antitrust. Professor Ondrej Blažo and PhD students Dominika Krištofičová and Tomáš Žifčák represented the Institute of European Law at the Faculty of Law, Comenius University Bratislava.
Dominika Krištofičová presented “Damages Claims in the PC Games Sector under Article 102 TFEU”. Her contribution examined claims for compensation for harm caused by abuses of dominance in the PC games sector, including the identification of injured parties and the quantification of damages. She paid particular attention to assessing and compensating harm in games provided free of charge, where price alone does not capture the value of the relationship between the player and the provider.
In “Ubi Mercatus, Ibi Forum? Private International Law Encounters the DMA”, Tomáš Žifčák analysed international jurisdiction and applicable law in the private enforcement of the Digital Markets Act (DMA). He highlighted the mismatch between the DMA’s territorial reach and existing jurisdiction rules. He also proposed extending the jurisdiction rules of the Brussels I bis Regulation to defendants domiciled outside the European Union to ensure effective access to judicial protection.
Both doctoral presentations addressed original research questions and put forward innovative proposals. They demonstrated the authors’ ability to develop independent legal arguments and critically assess established approaches. The Institute of European Law takes pride in the quality and originality of their contributions.
Professor Ondrej Blažo presented “Fines Sine Fine? Mapping the DMA’s Territorial Matrix”. His contribution examined the DMA’s territorial scope, particularly the relationship between the conditions triggering its application, the scope of protection afforded to affected persons and the private enforcement of its obligations. The analysis also explored the possibility of providing protection to persons outside the European Union.
Other presentations addressed the application of Article 102 TFEU to digitally coordinated systems, recent case law on the designation of core platform services under the DMA, the use of emotion data and competition law questions arising from the Google Android judgment. The programme also prompted discussion of digital regulation in China and the relationship between consumer welfare and individual welfare in competition law.
A particularly valuable feature of the conference was the combination of senior and junior sessions. Joint discussions enabled doctoral researchers to test their findings with experienced academics and receive scholarly feedback. They also gave senior participants an opportunity to engage with the research questions and approaches of an emerging generation of scholars.
Professor Anna Piszcz and Dr Paulina Korycińska-Rządca organised the conference together with the other members of the organising team from the University of Białystok.

From FSPORT CU to the world: Emma Libová’s story

Sport has been in her blood since childhood, but her path to the Faculty of Physical Education and...

Sport was a natural part of Emma’s home life from an early age. “Both my parents studied at FSPORT CU. My mum is a primary school teacher, and my dad has worked for the Olympic Committee for 25 years. Because both our parents were active in sport, my brother and I grew up skiing, cycling, swimming in the summer and always being on the move,” she recalls.
Although studying at the same faculty might seem to have been an obvious choice, the opposite was true. “It was quite funny: I really wanted to study psychology, but it didn’t work out. So I ended up at FSPORT CU studying coaching and physical education teaching. Now I’m in my final year, and looking back, I think it’s just as well I didn’t get into psychology,” Emma says with a smile.
Her own sporting journey has been remarkably varied. As a child, she started with gymnastics, spent seven years swimming, and also played tennis, golf and volleyball. But she discovered her greatest passion in her early teens. “I took up canoe sprint and competed for 13 years. I also qualified as an official, and now I’m an announcer at kayaking races, including international events in English. I’m still out on the water here in Norway during my Erasmus exchange, where I’m training in dragon boating.”
From FISU’s Swiss headquarters to an ambitious project at CU
Emma’s experience extends well beyond her studies in Bratislava. After completing her bachelor’s degree, she extended her studies by a year to undertake an internship at the headquarters of the International University Sports Federation (FISU) in Switzerland. During her internship, she helped organise the Winter World University Games in Turin, Italy, among other activities. She also took part in the Young Olympic Ambassadors programme in Olympia, Greece, and joined a year-long FISU education programme.
It was in Switzerland that she first encountered the Healthy Campus project. “It’s a global university programme aimed at improving the well-being and health of the entire university community. Students today are looking for more than a quality education: they also value a pleasant, balanced environment. The number of criteria a university meets gives a clear indication of how it looks after its people, while examples of good practice from abroad show us how important this is to young people. The programme has a hundred criteria across seven categories. If a university meets at least forty of them, it receives the Healthy Campus Label, a kind of Michelin star for universities,” Emma explains.
More than 200 universities worldwide are currently involved in the project, but none in Slovakia as yet. “I’ve secured the support of the Rector and the Dean of FSPORT CU. Launching this project will be the focus of both my action plan and my master’s thesis. It’s about the entire academic community, including students, teaching staff, PhD students and other employees. The aim is to create a university environment that supports healthier lifestyles, physical activity and overall well-being.”
Drawing inspiration from abroad and helping young people develop
Emma is currently fulfilling a long-held dream by studying in Oslo through Erasmus+ at the Norwegian School of Sport Sciences, one of the world’s three best sports universities. “The digital technology, facilities and approach to studying are all outstanding here. Alongside my studies, I also get involved in local events, for example by volunteering at the marathon and at the hugely popular and rapidly growing HYROX competition in Oslo,” she adds.
Alongside her international activities, developing sport in Slovakia remains close to her heart, particularly among children and young people. She is involved in Odznak všestrannosti (Versatility Badge), a national all-round fitness badge project organised by the Slovak Olympic and Sports Committee.
“Every child in the world should be encouraged to be physically active. Physical activity teaches children to measure themselves against their friends in a positive way, support one another, motivate themselves and others, and unwind. The years between roughly 10 and 15 are a critical period: children either decide to stick with sport or choose other activities that often involve no physical activity. That’s precisely why projects like Odznak všestrannosti are so important.”
Where will she go after completing her master’s degree at FSPORT CU? “Teaching doesn’t appeal to me that much, but I’ll definitely stay involved in sport. I’ve discovered that I really enjoy organising sports events and event management. I gained experience at the European Junior Canoeing Championships, at the European Youth Olympic Festival in Banská Bystrica, and at the World University Games in Italy and Germany. After graduating, I’d like to go abroad, perhaps to one of the sports federations in Switzerland. But I wouldn’t rule out returning to Slovakia, where I’d like to help develop and improve sports events,” Emma Libová concludes.

Faculty of Law and the Supreme Administrative Court of the Slovak Republic strengthen their cooperation

30 September 2026 – Supreme Administrative Court of the Slovak Republic

The Faculty of Law at Comenius University Bratislava continues its cooperation with the Supreme Administrative Court of the Slovak Republic. The Court's President, Monika Valašiková, met with the deans of the faculties of law at Comenius University Bratislava and Pavol Jozef Šafárik University in Košice to discuss further cooperation, the implementation of their memoranda, and support for the professional training of students and PhD students.
On 30 September and 2 October 2026, Monika Valašiková, President of the Supreme Administrative Court of the Slovak Republic, welcomed the Dean of the Faculty of Law at Comenius University Bratislava, prof. JUDr. Eduard Burda, PhD., and the Dean of the Faculty of Law at Pavol Jozef Šafárik University in Košice, prof. JUDr. Miroslav Štrkolec, PhD., to the Court for the first time since taking office.
The President expressed her interest in continuing constructive cooperation with both faculties and implementing the memoranda of cooperation concluded with them in previous years. A particularly important area is support for talented young law students and PhD students. Under the memoranda, they have the opportunity to undertake professional internships free of charge at the Supreme Administrative Court.
Cooperation with the Supreme Administrative Court is especially important to the Faculty of Law at Comenius University, given the Department of Administrative Law and Environmental Law's longstanding academic work.
“The Faculty of Law at Comenius University Bratislava's flagship is its exceptionally strong Department of Administrative Law and Environmental Law, which has long advocated the idea of a separate system of administrative justice. Cooperation with the Supreme Administrative Court of the Slovak Republic is therefore crucial to us, both for the practical training of future lawyers and for the coordinated development of legal scholarship and case law,” said the Dean, prof. JUDr. Eduard Burda, PhD.
The cooperation also creates opportunities to connect academia with legal practice, exchange specialist knowledge and experience, and deepen students' understanding of administrative law and administrative justice.
The importance of professional internships and the exchange of knowledge was also emphasised by the Dean of the Faculty of Law at Pavol Jozef Šafárik University in Košice, prof. JUDr. Miroslav Štrkolec, PhD.:
“Cooperation between the Faculty and the Supreme Administrative Court is effective in facilitating the exchange of knowledge within our respective areas of activity, while also creating favourable conditions for our students to undertake internships. These have a positive impact and considerable potential to deepen students' knowledge of administrative law, constitutional law, tax law and administrative justice,” said Professor Miroslav Štrkolec.
Continuing cooperation between the Supreme Administrative Court and the faculties of law thus helps connect education, legal scholarship and practice, creating opportunities for the professional growth of future lawyers and the further development of administrative law and administrative justice.

Algebraic Graph Theory Seminar - Yasamin Khaefi (9.10.2026)

Friday 9.10.2026 at 13:15, Lecture room M IX (online too)

Yasamin Khaefi:
Subgroup Perfect Codes and Regular Sets in Cayley Graphs

Abstract:
Perfect codes (also known as efficient dominating sets) in Cayley graphs provide a natural connection between coding theory, graph theory, and group theory. In this talk, I will focus on perfect codes that are subgroups of the underlying group. After introducing the basic concepts and some known characterizations, I will discuss how the existence of subgroup perfect codes is related to Sylow 2-subgroups and present some further results on this topic.
I will then consider the connection between perfect codes and regular sets in Cayley graphs. In particular, I will discuss conditions under which a subgroup is a perfect code if and only if it is an (a,b)-regular set.

Bringing legal education closer to practice: Faculty of Law and ARMS sign a cooperation agreement

7 October 2026 – Faculty of Law, Comenius University Bratislava

On 7 October 2026, the Faculty of Law at Comenius University Bratislava and the Association of Family Mediators of Slovakia (ARMS) concluded a cooperation agreement. It was signed on behalf of the Faculty by its Dean, prof. JUDr. Eduard Burda, PhD., and on behalf of ARMS by its Chair, Ing. Bronislava Švehláková.
The cooperation is based on both parties' shared interest in developing and modernising legal education, connecting theoretical knowledge with practical experience, and promoting collaboration between academia and professional practice.
The agreement provides opportunities for mutual expert consultations, cooperation in research, and joint educational and professional activities. ARMS experts will also be able to contribute to teaching at the Faculty of Law, for example through lectures and seminars, and help improve teaching through practical case studies and feedback on learning materials.
An important part of the agreement is the opportunity for Faculty of Law students to undertake professional internships with ARMS and its individual members, subject to the Association's resources and capacity. The cooperation will also enable ARMS experts to advise students on their final and rigorosum theses and contribute to other scholarly and creative activities undertaken by students, PhD students, and the Faculty's teaching and research staff.
Both parties have also expressed an interest in jointly organising professional and academic events, such as lectures, workshops and conferences, and collaborating on publications. The agreement also provides for cooperation on research and grant projects, legal analyses, and academic assessment of draft legislation in areas related to ARMS's activities.
The agreement marks another step towards systematically connecting academic education with legal practice and creating opportunities for students and the professional community to gain practical experience and develop their expertise. It was concluded for an indefinite period.
The text of the cooperation agreement is available
.

Doctoral colloquium - Zekeri Adams (12.10.2026)

Monday 12.10.2026 at 13:10, Lecture room I 9

Zekeri Adams:
An Ontological Perspective on Malware Analysis
Abstract:
Malware analysis examines malicious software in controlled environments and produces diverse information, from static structural features to dynamic execution traces such as API calls, file-system modifications, registry changes, and network communications. Standards such as MAEC (Malware Attribute Enumeration and Characterization) and STIX (Structured Threat Information eXpression) support the representation and exchange of this information, but their underlying semantic assumptions are not always explicit. This work explores how a foundational ontological perspective can provide greater conceptual clarity in malware analysis. Using the Unified Foundational Ontology (UFO), we distinguish enduring entities from events to characterize key concepts in the domain. These distinctions guide the development of MAECO-Lite, a modular ontology for dynamic malware analysis that provides a more coherent representation of malware behaviour and supports semantic interoperability.

COMENIUS UNIVERSITY AND THE SLOVAK ICE HOCKEY FEDERATION JOIN FORCES BY SIGNING A MEMORANDUM OF COOPERATION

Ice hockey coaching to become a reality next academic year
Bratislava, 7 October 2026: Comenius...

The main aim of the memorandum is to establish a practical framework for cooperation. This will focus on supporting students in pursuing dual careers, combining their academic education with the development of their sporting talent, with particular emphasis on ice hockey. The partnership will also open up opportunities for joint research projects and for developing relations with international partners
“Bringing together cutting-edge science and education with systematic support for sport brings enormous benefits to society as a whole,” said CU Rector Marek Števček at the signing. “Our aim at Comenius University is to create conditions in which young athletes can pursue top-level ice hockey without compromising on the quality of their university education. We want to give them the support they need to grow as athletes, as students and as individuals.”
In May this year, the CU management and representatives of the CU Faculty of Physical Education and Sport continued talks with Finland’s Haaga-Helia University of Applied Sciences on the establishment of a joint study programme in ice hockey coaching. The project was initiated by the SIHF, which has been in talks with Haaga-Helia since 2023 and has been working to develop the study programme. The Finnish university regards the project as an extension of an existing study programme, although the programme still has to go through the accreditation process. "We are very proud that our faculty will open a unique study programme combining bachelor’s-level education in ice hockey with study at our Finnish partner university,” said Professor Viktor Bielik, Dean of the CU Faculty of Physical Education and Sport.
SIHF President Miroslav Šatan also welcomed the decision to join forces with the university: “Developing young players and nurturing talent have long been priorities for Slovak ice hockey. Through our cooperation with Comenius University, we can connect the academic environment with practical experience in our clubs and sports centres. Modern ice hockey is about physical preparation, analytical thinking and applying new scientific knowledge in training, and this is where CU can really help.”

Seminar of Department of Theoretical Physics - Surajit Das (13.10.2026)

Tuesday 13.10.2026 at 14:00, Lecture room F2/125

Surajit Das (Department of Astronomy, School of Physical Sciences, University of Science and Technology of China):
Spin-Environment Induced Chaos around Astrophysical Black Holes at Realistic Astrophysical Spin

Abstract:
Extreme-mass-ratio inspirals (EMRIs) are promising sources for future space-based gravitational-wave detectors such as LISA, TianQin, and Taiji. While the motion of a small compact object around a black hole is usually described by integrable geodesic dynamics, the spin of the compact object introduces spin–curvature coupling and can lead to resonances and chaos. I will discuss the onset of chaos for a spinning compact orbiting a non-spinning supermassive black hole surrounded by a dark-matter halo. In particular, it will be shown that the presence of the halo can trigger chaotic behaviour at much lower astrophysically realistic spin values. Interestingly, these effects are not limited to the immediate vicinity of the black hole but can also appear at much larger orbital distances. The possible implications of such chaotic dynamics for gravitational-wave signals, and for probing dark-matter environments around astrophysical black holes, will also be discussed.
