CU Faculty of Law, becomes part of the European Legal Design project supported under COST Action

May 26, 2026, COST Action

We are pleased to announce that the COST Action proposal CA25133 European Legal Design Action (ELDA), in which the Institute of IT Law and IP is involved, has been selected for funding under the COST Open Call 2025-1.
The main proposer of the project is Tallinn University of Technology. The Faculty of Law of Comenius University Bratislava participates in the project as a secondary proposer, through the Institute of Information Technology Law and Intellectual Property Law. The Faculty is represented in the proposal by doc. JUDr. Jozef Andraško, PhD., whose expertise is in the field of IT law.
The project European Legal Design Action received full marks in the evaluation. In this highly competitive call, only 80 new COST Actions were approved, with an approximate success rate of 7%.
ELDA focuses on reducing regulatory complexity through legal design, plain language, human-centred design, and the use of digital tools, including artificial intelligence. The project aims to make legal rules, regulatory documents, contracts, and related guidance clearer, more accessible, and easier to use in practice. At the same time, it creates an interdisciplinary European platform connecting law, design, linguistics, technology, public policy, and practice.
The significance of the project is also underlined by the scale of its international consortium. According to the current proposal, the network includes 170 proposers from 37 countries. The consortium brings together experts in law, design, computer science, linguistics, economics and business, media and communication, as well as other disciplines. The strongly interdisciplinary nature of the project is also reflected in the composition of the network, where law is the dominant field, but computer and information sciences, economics, linguistics, and communication are also significantly represented.
In addition to European partners, the secondary proposers include experts and institutions from several non-European countries. From Australia, the network includes the University of New South Wales and the University of Newcastle; from Canada, the University of Victoria, Carleton University, and York University – Osgoode Hall Law School; from New Zealand, Victoria University of Wellington; from South Korea, Hanyang University and Impactsquare; and from the United States, several experts and institutions are represented. The current proposal also lists partners from Brazil, Chile, Colombia, and South Africa.

European partners are also strongly represented. Finland has particularly significant participation including the University of Vaasa, University of Lapland, Aalto University, University of Helsinki, University of Turku, Tampere University, and other Finnish academic, professional, and business entities. From the Netherlands, the network includes, for example, The Hague University of Applied Sciences, Leiden University, Delft University of Technology, and Maastricht University. From Germany, the Technical University of Munich is listed as a secondary proposer. Under Belgium, the list of secondary proposers includes a representative of the European Parliament – Economic Governance and EMU Scrutiny Unit.
The participation of our Faculty in this COST Action represents an important opportunity to develop international scientific cooperation, exchange knowledge, and strengthen research in the areas of legal design, regulation, information technology, and innovative approaches to the creation and application of law.

Condensed Matter Seminar - Peter Samuely (3.6.2026)

Wednesday 3.6.2026 at 14:00, Lecture room F1 108

Peter Samuely (Centre of Low Temperature Physics, Košice):
Ising superconductivity in bulk crystals based on NbSe2

Abstract:
Spin-valley locking allowing for in-plane upper critical magnetic fields vastly surpassing Pauli limit was first demonstrated in fully two-dimensional monolayers like of NbSe2 [1] with large spin-orbit coupling and broken inversion symmetry. Surprisingly, this Ising superconductivity can be present in layered bulk materials, too. We have clarified the underlying microscopic mechanism of Ising superconductivity in bulk, based on a reduced interlayer coupling between superconducting layers due to intercalation by insulating layers and restricted inversion symmetry in misfit compounds of (LaSe)1.14(NbSe2)m=1,2 [2,3]. As a further step we show that in some transition metal dichalcogenide polytypes Pauli paramagnetic limit is violated even without intercalation. By the specific heat measurements up to 35 T we evidence that in the pristine non-centrosymmetric bulk 4Ha-NbSe2 polytype the in-plane upper critical magnetic field exceeds the Pauli limit three times. Ab initio band structure calculations based on experimentally determined crystal structure confirm the spin-valley locking. The theoretical model provides the microscopic mechanism of the Ising protection based solely on broken inversion symmetry [4]. Moreover, the low temperature specific heat measurements in magnetic field applied at different angles with respect to the basal plane and low temperature scanning tunnelling microscopy and spectroscopy are used to analyze unconventional superconducting order parameter and its interplay with charge density waves in bulk Ising superconductors [5].

Condensed Matter Seminar - Oleh Turutanov (28.5.2026)

Thursday 14.5.2026 at 14:00, Lecture room F1 108

Oleh Turutanov, PhD.:
Stochastic Resonance in SQUIDs and everywhere
Abstract:
It seems obvious that random noise always interferes with seeing, hearing, and measuring a weak information signal, and is the complete opposite of regularity and order. However, the discovery in 1981 of a completely counterintuitive phenomenon, the stochastic resonance (SR) effect, completely changed the attitude toward noise as an interference.
It turned out that in a wide class of nonlinear systems, both natural and artificial, adding an optimal amount of noise increases their response to a weak regular stimulus, i.e., leads to ordering and amplification of the weak signal. This opens the possibility of increasing the sensitivity of various technical devices when measuring weak periodic signals against a noisy background. One such device is the superconducting quantum interferometer (SQUID), which is widely used in various fields—laboratories, medicine, geophysics, industry, and the military—as a sensitive sensor of weak magnetic fields. The report presents the essence of stochastic resonance and its manifestation in nature and technology using the example of bistable and threshold systems, as well as the results of numerical calculations and experiments on observing SR in an RF SQUID at liquid helium temperature, which under certain conditions have two or more metastable states.

When an idea gets structure. How can you make real progress in 5 weeks?

The Validate programme at the VP UK Incubator is designed to help teams turn an idea into a clear,...

On Wednesday, 13 May 2026, an in-person meeting took place at the Comenius University Science Park with teams participating in the 10-week Validate programme run by the VP UK Incubator. After five weeks of intensive work, each team had the opportunity to briefly present their project again—especially how it has progressed thanks to the programme topics, practical assignments, and expert recommendations.
During the first half of the programme, teams focused on the essential foundations without which an idea will not move into practice: defining the customer problem, identifying customer segments, shaping a clear unique value proposition, and formulating a solution, as well as first thinking about which channels can realistically reach the customer.
It was great to see some teams begin looking at their projects not only from a “scientific” perspective, but also through a business lens: who it is for, what value it delivers, and what the next sensible step is. Several participants significantly clarified who their customer is, what needs and “pains” they have, and how their solution can help in a real, practical way.
The session was built around presentations and an open discussion. Teams asked each other questions, shared observations, and received feedback from other participants. This combination—working on your own project, critical questions, and community feedback—is one of the biggest added values of the Validate programme.
The programme also included a practical session with RNDr. Jaroslav Noskovič, PhD. from the Comenius University Technology Transfer Centre (CTT UK), who introduced the topic of intellectual property protection. Participants learned what can be protected (e.g., a name, brand, selected elements of a solution, know-how, etc.), at what stage it makes sense to apply for a trademark, and what to watch out for before communicating a project publicly. This was followed by discussion, Q&A, and informal conversations over light refreshments.
Validate continues in the coming weeks with practical topics and regular sessions so that ideas can gradually become validated projects with a clear direction.
At the final event on 17 June 2026, you will see how far the teams have progressed over the full 10 weeks. They will present their projects to investors, and during a panel discussion we will explore what truly determines success in practice. The event will be open to students, Comenius University staff, and the public. More information and registration details will be shared soon.
Would you like to move your idea into practice as well? Contact us at inkubator@uniba.sk—we will be happy to suggest a sensible next step and let you know when the next round of the Validate programme opens (again in autumn 2026).
